CCS nationally launched the “Caught Campaign” at the start of July aimed to reduce the abuse of the mobility parking scheme administered by CCS. Part of the campaign involved a survey of parks in a range of localities.

“I was fascinated to see that most of the abusers of the parks seemed to be older women. Also the number of people who were with disabled people but the disabled person stayed in the car, so in fact they could have parked anywhere!,” said Gloria Hammond, Service Coordinator, Greymouth.

Gail Harkerss, Regional Administration Manager, from Christchurch observed a couple of people in two vehicles that had a current mobility permit but didn’t appear to have an obvious disability or requirement for a permit. So, she checked the database on returning to work and neither of the people in their 30-40's could have been the cardholder as they belonged to people in their 70's.

Results in:
·         Weather did not appear to influence misue. 70% of those illegally parked were in fine weather
·         29% near ATM machines and banks
·         33% parked near a supermarket
·         38% parked near a library or post office
·         Results were evenly split between males and females
·         43% were estimated to be younger than 40 years of age
·         33% were between 40 to 60 years of age

·         17% were over 61 years of age
